Easthampton Board of Health Adopts Nicotine-free Generation Regulation

EASTHAMPTON — The Easthampton Board of Health has adopted amendments to the city’s Board of Health regulation restricting the sale of tobacco products, electronic delivery systems, and nicotine delivery products to incorporate a ‘nicotine-free generation’ policy aimed at preventing future nicotine addiction and improving long-term community health outcomes.

The Board of Health’s unanimous vote to adopt the amended regulation makes Easthampton the 25th municipality statewide to adopt a nicotine-free generation policy. The regulation will take effect on Sept. 10.

Under the amended regulation, tobacco and nicotine products may no longer be sold to individuals born on or after Jan. 1, 2026. This policy applies to all tobacco and nicotine products regulated under the city’s tobacco regulations, including electronic nicotine delivery systems, nicotine pouches, and other nicotine delivery products.

The nicotine-free generation approach establishes a permanent birthdate cutoff intended to prevent future generations from initiating nicotine use, as part of broader public health efforts focused on prevention and reducing long-term tobacco-related illness. The regulation does not change existing legal access for current adult users.

“Easthampton has always taken a proactive approach to public health, and this policy reflects that same commitment,” Health Director Ryan Griffin said. “I believe this updated regulation is a long-term investment in the health of our community’s youngest residents.”

Public health officials note that tobacco use remains one of the leading causes of preventable disease and death, contributing to heart disease, cancer, respiratory illness, and other chronic health conditions. With the majority of tobacco and nicotine users beginning as young adults, reducing future nicotine initiation is key to improving long-term health outcomes, reducing healthcare costs, and addressing preventable health inequities.

Ahead of the effective date, the Easthampton Health Department held an in-person meeting on Aug. 11 with all local tobacco establishments to review the updated regulations and required ID verification at every tobacco purchase. The Easthampton Health Department and Board of Health will continue working with local retailers and community partners to support education and implementation efforts.
